Manitoba Provincial Nominee Program Renewal Improves Manitoba’s Competitiveness for Global Skills
The Canada and Manitoba governments have reached agreement on the renewal of the Manitoba Provincial Nominee Program (MPNP). The MPNP renewal builds on our 10-point Economic Plan by improving Manitoba’s economic competitiveness, attracting new investment, fostering a skilled workforce, and encouraging new immigration.
The renewed Skilled Worker Overseas Stream (SWO) is for applicants who demonstrate an established connection to Manitoba through:

accepted from qualified skilled workers who can demonstrate a strong
connection to the province through family or friends (Manitoba Support),
past education or employment (Manitoba Experience), or by invitation of
the MPNP (Manitoba

As for Points Assessment it is clearly mentioned the value of Connection to the province under this paragraph line “In addition to demonstrating a strong connection to Manitoba, every candidate who wants to be considered under the Skilled Worker Overseas stream must score at least 60 points based on five factors in order to be eligible. If you do not have a connection to Manitoba, you are not eligible under this stream, regardless of your points total.”
Manitoba Invitation (our focus and our expertise)
The MPNP for Skilled Workers regularly issues Invitations to Apply to qualified candidates who are identified as part of one of our Strategic Recruitment initiatives in Manitoba and overseas. Issuance of an Invitation to Apply is at the sole discretion of the MPNP and applicants cannot self-select for eligibility with this connection to our province.

Exploratory Visits
The MPNP accepts – only during set periods – expressions of interest
to make an exploratory visit to Manitoba.
What is an MPNP exploratory visit?
An exploratory visit is a pre-arranged trip that potential MPNP
applicants may make to the province of Manitoba, Canada to research
communities and employment opportunities to help them make an informed
decision on whether they have the intention and ability to find
employment and settle with their family in Manitoba as permanent
residents.
After the MPNP interview included in a pre-approved exploratory visit, we may invite you to submit an MPNP Online application. Note that it is the Letter of Invitation, not the exploratory visit, that establishes a candidate’s requisite Manitoba connection.
The MPNP conducts exploratory visits at our discretion as resources allow in order to provide opportunity for qualified skilled workers, otherwise ineligible for our program, to establish the Connection to Manitoba that is required of all provincial nominee program applicants.
Exploratory visits must be approved by, then arranged through, the MPNP only by invitation following our acceptance of your request.
Exploratory visit itinerary:
Only to candidates whose request is accepted does the MPNP provide instructions on what to do during an exploratory visit and what documents to bring with you (ex: education certificates and experience letters etc). Activities to undertake during an exploratory visit include: meeting with prospective and possible future employers; consulting with occupational regulatory bodies, and exploring housing, school and lifestyle opportunities in your chosen Manitoba community.
To apply to the MPNP with the connection of Manitoba Invitation, you
must upload in MPNP Online the Letter of Invitation you received
directly from the MPNP after being interviewed by a program officer
during a recruitment mission or exploratory visit.

Note any PNP visa grant guarantees Permanent Residency status in 6-9 months after nomination is granted. When
you become a permanent resident of Canada, you are entitled to most of
the same rights and privileges as a Canadian citizen. Below is a list of
a few of these rights:
– You are entitled to equal treatment and equal protection.
– You are entitled to certain legal rights, such as to be presume innocent until proven guilty
– To be provided with an interpreter in the courtroom, if necessary to have a lawyer
– You have the right to enter and exit Canada as you see fit, plus you can move freely from province to province after two years
– You can work and study anywhere you choose in Canada (you cannot hold some high-security government positions, however.)
– Canada Child Tax Benefit (CCTB)
– Old Age Security, Guaranteed Income Supplement, and Canada Pension Plan

All
of these benefits and more become available to you when you are a
permanent resident of Canada. Additionally, being a permanent resident
gives you the opportunity to become a Canadian citizen after only three
years of living and working in Canada.

activities, and vote in elections. You can also maintain
duel-citizenship, so you don’t have to give up citizenship in your home
country just to enjoy the benefits of Canadian citizenship.
MPNP ELIGIBILITY REQUIREMENTS
(Qualifications and Experience for Application)
Note: These requirements are for Manitoba Provincial Nominee Program (No Federal Express Entry profile needed as Manitoba has it’s own independent application system)
In order to qualify you MUST:
- Minimum age of 18 at time of submission; no maximum age but no points are awarded over 50 years of age
- Have no other connection to other parts of Canada (i.e. through friends, relatives or previous employment or education)
- Minimum Bachelors degree or a one year Diploma in a relevant field (may require Equivalency)
- At least two years of full-time work experience in the past five years
- A General IELTS test with a minimum score of 5+ overall.
- Have the genuine intention and ability to economically establish and settle in Manitoba
- Have experience in living in a rural area, with the ability to adapt to culture and climate.
- Have
settlement funds as required by MPNP (CAD $10,000 for the Principal
Applicant and $2,000 for each dependent). NOTE: Skilled workers
applying on the basis of ongoing employment in Manitoba must still
provide documented proof of settlement funds in their name. However, the
MPNP will consider your current income, so you may not necessarily
require the generally recommended C$12,000 in settlement funds. You can also show your real estate property in your or your spouse’s name as alternative to liquid assets like bank statement.

Applications will not be considered if they do not meet minimum qualifications.
Who cannot apply to the MPNP?
The following are not eligible to submit an application to the MPNP:
- Refugee claimants, or individuals involved in a federal appeal or removal process
- Live-in Caregivers currently living in Canada
- Temporary foreign workers currently working and residing in a province other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals
who have been refused by the MPNP within the last six months.
- NOTE: It is our policy that we do not accept immigration cases of people who have been refused any visa for Canada in last 5 Years.
PROCESS TIME (APPROXIMATELY 10-12 MONTHS)
The length of the entire process depends on many things, including the length of time it takes you to obtain an exploratory visit through community support, how much time the Government of Manitoba takes with your application (approximately 3-6 months) and finally how long your local Canadian embassy takes at the federal stage (timelines per embassy can be found at www.cic.gc.ca).

Canada
Child Tax Benefit (CCTB) – For families with children under the age of
18 who are considered to have a low-income, the Canadian government
provides monthly tax-free payments to help cover expenses.
Old Age Security, Guaranteed Income Supplement, and Canada Pension Plan –
All three of these programs are designed to provide financial support
to workers after they reach retirement age – currently age 65. To be
eligible, you have to meet specific residency requirements and to have
contributed to the system by paying taxes in Canada. However, most
permanent residents will qualify for at least partial payments from
these programs.
Universal health care – Most necessary
medical expenses are covered through the Canadian universal health care
program. These expenses include visits to emergency room, immunizations,
yearly exams, etc.
Free education – All children under 18 are entitled to a free education in the Canadian public school system.
Maternity and parental leave –
In Canada, working parents are given time off when a new baby is born
or adopted. Women can take up to 12 months of maternity leave and
receive 50 to 65% of their normal income. Partially paid parental leave
is also available for up to 35 weeks. One parent can take all 35 weeks
or both parents can split the allotment of time (i. e. one parent takes
20 weeks while the other takes 15 weeks). To be eligible for parental
leave, you must have worked in Canada for at least 600 hours.
All
of these benefits and more become available to you when you are a
permanent resident of Canada. Additionally, being a permanent resident
gives you the opportunity to become a Canadian citizen after only three
years of living and working in Canada.
Once you become a citizen,

- Have no other connection to other parts of Canada (i.e. through friends, relatives or previous employment or education)
- Have completed a post-secondary education or training program of at least one year duration, for which you received a diploma, certificate, or degree
- At least two years of full-time work experience in the past five years
- A General IELTS test with a minimum score of 5 or 5+ overall. NOTE: IELTS is not required for Exploratory visits under formal Community Support program which itself covers 600 points, but it will be mandatory by the time of lodging the Permanent Residency application.
- Have the genuine intention and ability to economically establish and settle in Manitoba
- Have experience in living in a rural area, with the ability to adapt to culture and climate.
- Have settlement funds as required by MPNP (CAD $10,000 for the Principal Applicant and $2,000 for each dependent). NOTE: Skilled workers applying on the basis of ongoing employment in Manitoba must still provide documented proof of settlement funds in their name. However, the MPNP will consider your current income, so you may not necessarily require the generally recommended C$10,000 in settlement funds.

The following are not eligible to submit an application to the MPNP:
- Refugee claimants, or individuals involved in a federal appeal or removal process
- Live-in Caregivers currently living in Canada
- Temporary foreign workers currently working and residing in a province other than Manitoba
- Spouses of Canadian citizens or permanent residents
- Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal
- Individuals who have an active immigration application with any other provincial immigration program in Canada
